Separate the final-rule date from the application window
The Department published the final rule on May 19, 2026. The rule is effective July 20, 2026, with early implementation permitted July 1, 2026; institutions could begin applying for Department approval on July 1. Record which date and implementation path applies instead of labeling every requirement simply effective July 1.
A planning checklist cannot confer eligibility. Governor alignment and Department approval remain formal external decisions, and student eligibility is separate from program eligibility.

Confirm the program and institution conditions
Confirm that the offering is an undergraduate program requiring at least 8 but fewer than 15 weeks of instructional time and 150–599 clock hours, 4–15 semester or trimester hours, or 6–23 quarter hours. Eligible workforce programs cannot use correspondence, study-abroad, or direct-assessment coursework, and noncredit or remedial coursework cannot be counted toward Pell eligibility.
Keep the applicable accreditation and Title IV eligible-program evidence with the record. The institution also must not have been subject to a suspension, emergency action, or termination action by the Secretary during the preceding 5 years.

Planning step
Document every Governor-review condition
The Governor process evaluates whether the program aligns with a high-skill, high-wage, or in-demand industry sector or occupation and meets employer hiring needs. It also evaluates the credential and the program's connection to further education; these are separate evidence requirements, not assumptions that follow from a CIP or SOC code.

- A stackable credential portable across more than one employer, or the sole recognized credential for the occupation provided at completion
- Academic credit toward at least one certificate or degree program at one or more eligible institutions
- Governor approval after consultation with the State workforce board
- Secretary approval following the Governor's determination
Planning step
Verify accountability measures and delivery arrangements
The annual completion standard is at least 70% of participants completing within 150% of normal time. The annual employment standard is at least 70% of completers employed during the second quarter after exit. Apply the final rule's calculation rules and exclusions rather than substituting a local dashboard definition.
Published tuition and fees cannot exceed the positive value-added earnings published by the Secretary. That measure is based on adjusted median earnings for qualifying completers minus 150% of the Federal poverty guideline for one person. If an ineligible provider participates through a written arrangement, it normally may provide no more than 25% of the program; registered-apprenticeship related instruction may exceed 25% but must remain below 50% and use the required accreditor approval.

Treat unknown evidence as unresolved
Use yes only when the institution can point to current evidence, no when a known requirement is not met, and unknown when ownership or documentation is incomplete. Unknown is not a soft pass: it identifies work that must be resolved before formal review.
